Jammu Sept 20: Hailing
Governor’s direction to District Development Commissioners to mark one day in a
week for hearing people grievances followed by their timely disposal,
S.S.Bijral former IGP , BJP state spokesperson said democracy laudable hall
mark is ‘government for the people’.
Bijral referred to
Governor Satya Pal Malik inauguration of one day conference of District
Development Commissioners and District Senior Superintendent of Police at
Srinagar. Emphasising it as need of the time when people are facing pressing
problems, he said that a day marked away from routine office work for DDC to
hear people and take decision on spot as directed by Governor, would be very
relieving for public.
The spokesperson saidsans
the redressal of people grievances democracy would only be ‘government of the
people, by the people’. It leaves people exhausted and disappointed looking to
media reports of projects planned and coming. He said implementation of this
direction that on ground would be “government for the people.’ It will
strengthen public confidence through direct interaction, delivery and
transparency.
Recalling,in CID with
Kuldip Khoda heading as Addl DG in 2004 – 2006 ‘Thursday’ fixed for public
grievance redressal by IGP CID had delivered rich dividends, he said the
redressal was done in open under shamiana in peak militancy.It helped
commoners, the majority and suffering, to be heard by administrative head
directly.Bringing people closer to administration, it helped tackling
militancy.Bijral said the day, time and venue for redressal in district should
be well publicised in advance. It should be conducted in open lawns with those
seeking redressal comfortably hosted.
Former senior police
officer said J&K Police Manual, the Bible for police working, well provides
for touring and public darbar for distt SSP. Recommending ‘grievance redressal
day’ should be fixed by Distt SSP too, he said it would result in public being
eyes and ears of police.
This exercise will dry up roots of corruption, enforcing same time
Public Services Guarantee Act, that has served so farrendering state laws bag
heavier.
