163 Teachers removed from BLO duty; Proposal for 54 new polling stations approved


RAJOURI, SEPTEMBER 7: District Election Officer (Deputy Commissioner) Rajouri Dr. Shahid Iqbal Choudhary today reviewed the arrangements for Special Summary Revision-2018 and approved several measures to bring improvement in electoral management system here at a meeting of concerned officials.
In a major reform, 163 teachers have been removed as BLOs and replaced by officials from other departments. Proposal was also discussed for replacement of another 200 teachers from the assignment of BLOs. A proposal to recommend establishment of 54 additional polling stations in the district was also approved in the meeting.
The meeting was attended by SDMs Gopal Singh, Kartar Singh, Khalid Hussain, EROs, AEROs, Tehsildars and District Presidents of BJP, Congress, PDP, BSP, NPP and other political parties.
The Political parties were asked to appoint Booth Level Agents for coordination of electoral management exercise at field level. Arrangements were also discussed and finalised for special summary revision 2018.
It was informed that special camps will be held across the district at all 517 polling stations on 14 October and 21 October where voter lists / draft electoral rolls will be displayed and claims and objections will be recorded. The Election Commission of India has notified October 3, 2017 to   November 1, 2017 as the period for receiving claims and objections. The schedule of special summary revision will be published at all prominent places.
The DEO Dr. Shahid asked the political parties to give their suggestions and proposals for establishment of new polling stations as well as issues related to relocation of existing polling stations.
He asked the SDMs and AEROs to go for a summary exercise for fresh proposal of polling stations in difficult areas, irrespective of the number of voters.
A comprehensive exercise is being conducted for fresh appointment of 70-80% BLOs from other departments to spare the teachers for uninterrupted class work. The DEO ordered removal and replacement of 58 teachers in Nowshera assembly segment, 15 in Darhal, 39 in Rajouri and 51 in Kalakote constituencies. The other EROs were also directed to file fresh lists of officials to replace the teachers.
The meeting also decided to equip offices of SDMs and tehsildars for capacity building. Meanwhile BDOs and CDPO were appointed to spearhead the campaign across the district under Systematic Voters' Education and Electoral Participation (SVEEP) for electoral awareness, education and inclusion.

Political parties appreciated the measures taken by the administration and gave various suggestions.
